The XL weapon must be already developed. There is a limit to the number of ships that can be built against the allowable amount of ships. The performance is titan + alpha. Stellaris definitely has alot of room to improve and there are many valid criticism. But the comment I see in almost every thread goes like: "Yeah I have 2000 hours in this game have played every race, scenario and difficulty, this game is just boring and easy devs pls fix" Each empire can build a Titan for each 200 Naval Capacity, up to a maximum of 20 Titans at 3800 naval capacity.

No motherly hive origins nor civics appear in empire creation. This mod increases the Titan limit to 100 and changes the fleet cap steps from 200 to 100.

Jul 30, 2017 I cannot stress enough that this is an OVERHAUL mod with a different philosophy on game design than that of the Stellaris developers. Vanilla Stellaris dares not create real diversity in its aliens, so you end up with antropomorphized aliens that are all just slightly weaker, or slightly smarter, but otherwise they're pretty much human clones. Although the Mod only works up to Stellaris version 2.3.3, this Mod is considered among the best conversion mods and creates a whole new interface for the Stellaris users. The Mod is still billed as an “Unofficial Expansion” to the game.
